The central Kashmir’s Budgam district has recorded the lowest voter turnout of 9% in Kashmir valley till noon during the ongoing seventh phase of Panchayat elections.
Kupwara district in north Kashmir recorded the highest voter turnout of 34 per cent till 12 pm.
