The State Joint Action Committee of the Engineering Graduates Association (Civil and Mechanical) today held an emergency meeting at Engineering Complex, Rajbagh to discuss the derogatory order of Sub Divisional Magistrate, Zainpora Shopian Sh. Mohammad Sayed Kataria vide his no. SDM/ZNP/Gnrl/18-19/267-77 dated 10.07.2018. As per the letter no. PHZ/147-50 dated 11.07.2018 of the Assistant Executive Engineer, PHE Sub Division Zainpora, addressed to the President , J&K Civil Engineering Graduates Association and copy addressed to Chief Engineer, PHE Kashmir, D.C Shopian and S.E, Hyd. Circle Shopian that on 23.06.2018, he was in a meeting with the Executive engineer, PHE Division Shopian discussing about the status of the targeted schemes and in the late evening he is coming to know through some social media that the S.D.M Zainpor has suspended him along with others for not being sitting in his office on the chair. The SDM has waged a manhunt against the concerned AEE through the letter referred above and has directed the concerned Police officer to arrest him and produce him before the Worthy SDM, as if the concerned AEE is on red corner notice. The SJAC in the strongest of the words condemned the harassing and derogatory language as well as the contents of the letter issue by the SDM concerned. The SJAC was informed that the SDM has dragged the ministerial staff of the sub divisional office out and gone to the extent of sealing down the sub divisional office only because the AEE concerned was not in his office. The SDM, as a matter of SOP, did not bother to call the controlling officers of the concerned AEE (Executive ngineer, PHE Divison Shopian and Superintending Engineer, Hyd. Circle Pulwama – Shopian) to enquire about the whereabouts of the AEE.
The erring SDM has, up on the mere coincidence that the concerned AEE was not present in his chair, assumed that the officer is absent from his duties and has issued the orders of sealing of the office. The SJAC condemned the repeated such harassing actions of the said SDM and demand that the SDM, Zainpora Sh. Mohammad Sayed Kataria, should apologies to the concerned AEE for defaming and causing mental agony to him as well as the field staff of the PHE Department and requested the Chief Engineer, PHE Kashmir, to take up the matter with the Deputy Commissioner, Shopian and seek an enquiry about such an obnoxious behavior and conduct on part of the said Sub Divisional Magistrate, Zainpora. The SJAC requested the Hon’ble Governor, Worthy Chief Secretary, J&K to immediately transfer the said SDM to some place where he is not in direct liaison with the other government departments because the said SDM has been continuously harassing and misbehaving with the employees including doctors and engineers. It is important to note that the said SDM was last time in the news only for severely misbehaving with a doctor in the PHC , Zainpora and had to later on apologies to the doctor.
