Plus Two PSC Lecturers Association Calls On Principal Secretary BK Singh, Submits Draft Proposal.
Jammu 4th Jan 2020:- PSC Lecturers’ Association Jammu led by its President Manjeet Chib called upon Principal Secretary B.K Singh and submitted a draft proposal seeking modification in service recruitment rules pertains to gazetted cadre of School education department.
As per the hand out issued, Manjeet Chib met principal secretary and raised some important issues related to recruitment rules. Chib said that the governing service recruitment rules need to be amended and some important changes should be made in the larger interest of lecturer community.
The hand out issued reads “In response to the govt order No 1223 -JK(GAD) of 2021 dated 17-11-2021 ,association had met Principal secretary in the month of Dec and a threadbare discussion was made over the process of finalization of recruitment rules. PSC Association suggested to incorporate new clause in govt SRO 481 and to create post of vice principal to ease the burden of +2 principals. The move will also address the crises of headless schools and vice principals can be delegated DDO powers. Besides ,it will also help in the smooth functioning of the institutions”.
While sharing updates Manjeet Chib said that most of the points raised in the meeting were accepted by Principal Secretary.
The regular follow up and series of meetings with the authorities at civil secretariat has paved way for accepting most of the demands including enhancing GP of +2 principals, creation of vice principal post, proportional fixation (reduction) of Principal quota fixed for ZEOs ,non vocational status to +2 principals ,creation of dupty CEO post ,creation of post of cluster head as nodal officer, tehsil officer,ditrict officer etc”.
It is pertinent to mention here that PSC Association has been pursuing the issue of modified assured career progression (MACP) for last one decade and now the department is very much serious to implement the scheme as revealed by B K Singh in the meeting. Manjeet Chib pressed the demand of MACP and requested Principal secretary to consider the fresh proposal already submitted by the association.
He appealed Principal secretary to extend the benefits of MACP in favour of +2 lecturers. The hand out further reads ,Principal Secretary has accepted most of demands as genuine and assured for due consideration.
A major back through and significant development during the meeting was on spot assurance and commitment made by Principal Secretary that the scheme of MACP would be implemented in due course of time. Chib also requested Principal Secretary to issue the list of +2 principals and placement be made in a time bound manner.
Chib in his message congratulated +2 cadre for this historical move and said that the meeting with principal secretary was very fruitful and historical in nature as most of the demands raised have been accepted.
Chib extended heartfelt gratitude to Principal Secretary B.K Singh and additional Secretary Naseer Ah Wani for showing great concern and taking bold steps in favour of +2 lecturers.
