+2 PSC Lecturers’ Association called upon Manoj Sinha Lieutenant Governor ,urged him to fulfil the demand of Assured Career Progression.

Jammu : A delegation of  All JK +2 PSC Lecturers’ Association Jammu led by its president Manjeet Chib  called upon Manoj Sinha Lieutenant Governor and urged him to intervene and accord the implementation of Assured Career Progression scheme on the analogy available to other gazetted services.

As per hand out issued ,Manjeet Chib  the President of the association apprised Lieutenant Governor that  +2 lecturers are the worst effected intellectual class having high academic and professional credentials but still denied from Non Functional /Time Bound Promotion (TBP) resulting chronic stagnation. Chib informed Sinha that there are no promotion avenues for +2  lecturers and it disturbs the psyche and morale of lecturer fraternity and on the other hand it also adversely effects the work culture in the department. He said that the career opportunities of +2 lecturers have been kept out of the preview of the financial up gradation which is sheer injustice with the highly qualified intellectual class. During the meeting, the delegation highlighted the grievances of +2 cadre and not taking any concrete and substantial step to address the problem. The delegation informed LG Sinha that the direct recruits who are appointed by the highest recruiting agency i.e,Public Service Commission with grade pay 5400 and entry level 9 in pay matrix but get retired in the same grade and if fortunately elevated to the post of Principal get the benefit of 200 from GP 5400 to GP 5600 which is sheer injustice and sort of exploitation that must be redressed.

 In the meeting LG Sinha came to know that a sub-committee has been constituted by Secretary GAD to examine the issue of Assured Career Progression (ACP)/ Time Bound Promotion (TBP) of gazetted services. The delegation informed Sinha that they have been raising the issue for years but nation builders are left unattended as their voice is not listened and they can not come on streets at the cost of the studies of innocent students. We have firm belief that our priority is our students and we are committed to raise the standard of quality education so we have no option left but to approach the authorities and put forward our genuine and legitimate demand through representation, the delegation further added.

The delegation informed LG Sinha that the Union Territory of Ladakh has recently extended the benefits of Assured Career Progression (ACP) Scheme to the Lecturers of School Education Department vide order no.: 124LA(SED) of 2024 dated 05-09-2024 strictly as per the guidelines of Modified Assured Career Progression (MACP) Scheme issued vide O.M No.: 35034/3/2015- Estt.(D) dated 22.10.2019. However, no such scheme has been  formulated for +2 Lecturers appointed through Direct recruitment. This inaction, is leading to stagnation of +2 Lecturers, which is unfair and discriminatory”.

While sharing information with media, Chib said that LG Sinha has given very patient hearing and was convinced that the lack of financial up gradation to +2 lecturers is a matter of concern and the demand is genuine and justified that should be fulfilled on priority basis. Manoj Sinha assured the delegation that the problem of stagnation will be addressed by implementing Assured Career Progression scheme.

 The delegation said that the meeting remained very productive and it was the first time that they have  got the opportunity to approach LG Sinha but the response from him was positive, encouraging and satisfactory. The delegation highly appreciated the work approach and conduct of LG Sinha and expected that time has come to redress the long pending demand of +2 cadre by the govt under the headship of Lieutenant Governor. Those who were part of the delegation include Sanjev Gupta, Sandeepan Gupta,Anjali Charak ,Vijay Sharma and others.
