Students have been left in the lurch as the affiliation committee of Panjab University (PU) today declined affiliation to a number of courses at Post Graduate Government College (PGGC), Sector 11, and the PGGC, Sector 46, for infrastructure deficiency and shortage of faculty.
The DAV Institute of Management, Sector 10, which had admitted students despite refusal by the PU, was given one more chance.
PGGC, Sector 11
The PGGC, Sector 11, has been denied affiliation for the BCA-I, II and III; BSc (Biotechnology) I, II and III; BSc (Microbiology) I, II and III; MCom-I and II; MSc (Information Technology) I and II; and MA (English) I and II. However, affiliation has been granted for MA (History).
For MSc (Information Technology) and BCA, there was an objection that computer labs required renovation. The then Principal had replied, vide a letter dated June 13, that the Engineering Department of the UT Administration had been informed about it.
For BSc (Biotechnology), the college was required to appoint adequate permanent faculty. The then Principal had replied, vide a letter dated July 30, that regular appointment would be made “as soon as the recruitment rules are reviewed by the UPSC and the case is under progress”.
For BSc (Microbiology), there was an objection that the course was being run since 2009 without permanent staff. The inspection committee said, “It is highly recommended that permanent faculty positions be filled. It is a matter of grave concern that the Director, Higher Education (DHE), Chandigarh Administration, has directed to run this course without sanctioned additional posts. It seems he/she is happy with the makeshift arrangement of faculty. The DHE is a senior and serious position and should be promoting quality education in colleges.”
For MCom, they were required to recruit three faculty members.
For MA (English), the college was required to buy books worth Rs 20,000, but it did not submit any compliance report.
“I am not aware of any affiliation committee meeting today. The computer labs are being renovated. We can’t recruit regular faculty as it is under the purview of the UPSC. The purchase of books is not such a big issue that affiliation is denied. I will take up the issue with the PU,” said Prof Rama Rao, Principal, PGGC-11. She joined as Principal on August 3.
PGGC-46 forgets to seek affiliation for BBA, BCA
The affiliation committee has denied affiliation to the PGGC, Sector 46, for BBA (1st unit) first and third semesters and BCA (2nd unit) first and third semesters. The Principal of the PGGC, Sector 46, Prof JK Sehgal, wrote to the PU, vide a letter dated October 1, that in an earlier letter dated January 15 where permission for BSc (Non-Medical) was sought, “the college inadvertently has not mentioned BBA and BCA course”.
However, the PU said the affiliation could not be granted at this late stage as the last date of submission of students’ return in the university was September 30.
“I am yet to be intimated about the outcome of the meeting. We will respond once we get a letter from the PU,” said Professor Sehgal.
DAV Institute of Management, Sector 10
The DAV Institute of Management, which is located inside the campus of DAV College, Sector 10, has been granted one more chance. The same inspection committee, which had earlier pointed out a number of lapses, would go again to ascertain whether the management institute has complied with the conditions imposed. The inspection committee has to visit the institute before October 31.
The institute does not have a Director. Though the DAV management had appointed one, the selected person did not join. The inspection committee had called for more recruitment too.
“Though classrooms have been furnished, these still need to be converted into smart classrooms,” the inspection report had added.
The institute, as per a Syndicate decision, must have a separate master plan of the land allotted to DAV College, Sector 10, Chandigarh, which it does not have. DD Jain College of Education, Ludhiana, has been denied affiliation.
‘Students will have to be shifted’
The Dean, College Development Council, Prof Parvinder Singh, said, “The students of the disaffiliated courses will have to be shifted to other colleges. Their ‘return’ will not be accepted.”
During the discussions, Senator Amit Joshi raised the issue of non-availability of previous years’ reports on compliances by the colleges whose matter was taken up on Thursday.
Colleges given time to meet deficiencies
The GMT College of Education Jalandhar; AS College of Education, Khanna; and colleges of Ludhiana, including Sri Guru Rama Ras College of Education; Nightingale College of Education; Sadbhavna College of Education for Women; Guru Hargobind College of Education; Mata Ganga Khalsa College for Girls, Bajaj College; GTB National College and Guru Gobind Singh Khalsa College of Education for Women, have been granted time to meet their deficiencies.
