The J&K High Court vacates stay on appointment of sub-inspectors

Srinagar: The J&K High Court has vacated stay on appointment orders for 482 posts of sub-inspectors and 176 posts in armed police cadre advertised in 2016 with a direction to government to reserve equal number of posts for aggrieved petitioners alleging discrepancies in the selection process.
“With a view to clarify the position, the order dated 11 January, 2019 passed by this court, is modified by providing that subject to the objections from petitioner’s side and till next date of hearing it is directed that that the selection/appointment in question shall remain subject to the outcome of the writ petition and that equal number of posts shall be reserved for the petitioners in both the writ petitions, being SWP no. 3019/2018 and 185/2019,” Justice Ali Mohammad Magrey said.
Earlier court had directed state to keep all record pertaining to selection indexed and preserved and ready for perusal of the court along with record pertaining to action initiated, if any on receipt of complaints received from aggrieved candidates for probe into irregularities and discrepancies.
The petitioners through counsel M Y Bhat had alleged mass copying in the examination, changing of examination centres for favourable candidates, and failure to constitute a board for selection process under SRO-202.
The petitioners allege that authorities facilitated mass copying in centre no. 1171111, where 620 candidates appeared out of which 449 were shortlisted for interview wherein 185 candidates have been selected and 39 kept in waiting list.
“One of the selected candidates was permitted to appear at Jammu centre in place of Srinagar,” the petition said.
Moreover, the petition said use of CCTVs has not been maintained for record during recruitment process.
The State had however, denied any discrepancies in selection process by describing the allegations levelled in the writ petition as fallacious and had said that some candidate appearing at Jammu centre was based on his/her choice.
