JK Home Department refutes News Report
‘No separate file for promotion of Davinder Singh ever been processed’
JAMMU, JANUARY 21: Jammu and Kashmir Home Department today strongly refuted a news report appearing in a section of press with the caption “Persuasive Singh won over L-G for promotion”
Rebutting the news report appearing in the 18th January 2020 edition of Asian Age Newspaper, the Home Department made it clear that ‘No separate file for promotion of delinquent officer, Davinder Singh, as SP has ever been processed in the Home Department. Nor has there been any direction from the Lieutenant General’s office of ‘immediate clearance of Davinder’s file.’
Terming the report as factually incorrect, the Department clarified that Davinder Singh, S/O Deedar Singh R/o Tral Pulwama, was appointed as Sub-Inspector in November, 1990. He was posted in SOG, Kashmir Zone, upto February, 2001. He was promoted on out of turn basis by the PHQ as Inspector in 5/1997. He was, thereafter, posted as DySP on officiating basis, first by the PHQ in March 2000 and later, by the Home Department in January 2003.
“The delinquent officer continued to work on officiating basis as DySP till 09/2019 as no regular promotions could be made in the JK Police due to a long standing seniority disputes. These seniority disputes were resolved only in September, 2019 as a consequence of which 153 Dy.SsP, who were functioning on officiating basis, in some cases for more than 19 years, were regularized. The benefit of regularization also accrued to Davinder Singh along with others,” the department added.
It further stated that, as a sequel, the process of finalization of Seniority list of DySPs was commenced by the Government in the normal course, with notification of the tentative Seniority list in October 2019 (G. O. 997 -Home of 2019 dated 01.10.2019 is on the website). Davinder Singh too figures in the said list. The Final seniority is under finalization and once the same is published, it would lead to promotion of DySsP to the rank of SP depending on their eligibility, seniority and available vacancies, strictly in accordance with the rules.
“It is relevant to mention that the State got bifurcated only on 30th Oct midnight, whereas the process of finalization of the seniority list started much before it” the Homed Department clarified further.
