DSEJ Suspends Officials, Forms Committee To Investigate Forged Documents Fraud

Jammu: Directorate of School Education Jammu (DSEJ) has suspended two of its officials and constituted a five member inquiry committee, headed by Sh. Roshan Lal, Joint Director (DSEJ) to conduct an in-depth enquiry in the matter relating to production of forged documents by  one Mr. Arfat Ahmed before the DDO of HSS Bharth (Doda) and subsequent drawal of salary and other emoluments in his favour by Sh. Ayaz Mughal, DEPO Doda also holding the DDO Powers of HSS Bharth Doda without verifying the authenticity and genuineness of the documents so produced despite clear cut instructions from this Directorate in the shape of a notice issued under No. DSEJ/Gen/20480-91 dated: 19-6 2019 which was also published in leading newspapers of J&K through Information Department with regard to the DDO’s to remain vigilant, extra careful and ensure no order which has not been officially received, to be implemented and if any such order is found the information to be shared with the Directorate.

The committee shall also look into entire record of all the Schools of District Doda and submit its report along with specific comments/recommendations within week’s time positively. The committee shall also verify the link between the earlier case of fraud committed by one Mr. Arfat Ahmed Khan against whom FIR No: 24/2020 u/s 465,468,471 IPC has already been registered in the crime branch Jammu.

It is pertinent to mention here that, Directorate of School Education Jammu, had detected a fraud wherein two transfer orders bearing Govt. Order No. (s) 171 .Edu of 2019 Dated: 07-06-2019 and 192.Edu of 2019 dated: 04-06-2019, issued under the seal and signature of Sh. M. H. Mir (KAS) Special Secretary to Govt. School Education Department,  had attained superannuation on 31-05-2019.

During the preliminary enquires held by the Directorate, it was revealed that as per the aforementioned transfer orders, which were actually fake orders, Sh. Arfat Ahmed Khan, Lecturer Computer Science was transferred from HSS, Jakyas, Doda to Girls HSS, Kishtwar, Sh. Mohd Idress Lecturer in Urdu was transferred from GHHSS, Leh to HSS Dool, Kishtwar and Sh. Yaqoob Ahmed Lecturer in Urdu was transferred from BHSS, Leh to HSS Trigam, Kishtwar and the concerned principals without any endorsement of the said order either by the Directorate or by the CEO concerned allowed the lecturers to join in the respective schools thereby benefitting them under the umbrella of well hatched criminal conspiracy.

Consequently, Vide order No: DSEJ/Gen/20051-62 dated: 15-06-2019 Sh. Arfat Ahmed Khan, Lecturer Computer Science, Sh. Mohd Idrees Lecturer Urdu and Sh. Yaqoob Ahmed Lecturer Urdu were placed under suspension and vide letter No: DSEJ/Legal/20765-775 dated: 24-06-2019, the Sr. Superintendent of Police, Crime Branch, Jammu was requested for in-depth inquiry in the matter.

Again, Chief Education Officer, Doda vide letter No: CEO/D/MC/51974 dated: 17-03-2020 submitted that they have received a communication via email on 10-03-2020 at10.19 am regarding reinstatement of Sh. Arfat Ahmed Khan, Lecturer Computer Science Govt. HSS Jakyas. On perusal of the said order and after verification of the dispatch register it was established that the said order was fake and had been manipulated by the un-scrupulous elements by creating a fake e-mail ID. 

The Station House Officer Police Station Domana was requested to lodge a First Information Report (FIR) in this regard for suitable action as warranted under law to be taken against the fraudsters.
Moreover, the Directorate collected records pertaining to the so called said lecturer and it was revealed that actually the said Mr. Arfat Ahmed Khan was never appointed as Lecturer in the Department of School Education and he had manipulated entry into the department through forged and fraudulent means, the Administrative Department was accordingly informed vide this office No. DSEJ/GAZ/20139-42 dated: 21-8-2020, the starling revelation was also endorsed to the SSP Crime Branch Jammu along with the documents so collected in reference to letter No. CBJ/NS/20/17489 dated: 4-8-2020.

Besides this , it has also came to the notice of the Directorate that one Saleema Bano has impersonated herself as I/C Principal by submitting forged documents to Principal Higher Secondary School/DOO Chilly and managed to withdraw an amount of Rs. 740118.00.

Taking cognizance of the matter, Directorate of School Education Jammu vide order No. 399-DSEJ of 2020 dated: 29-10-2020 issued under endorsement No: DSEJ/Gaz/32786-92 dated: 29-10-2020, Mr. Ayaz Iqbal Mughal District Education Planniing Officer (DEPO) Doda holding the DDO powers of HSS Bharat and vide this office order No. 400-DSEJ of 2020 dated: 29-10-2020 issued under endorsement NO. DSEJ/Gaz]32795-802 dated: 29-10-2020, and Mr. Kuljesh Chander Katal Principal HSS Kilothran holding the DDO powers of Govt. HSS Chilly have been placed under suspension in terms of Rules 31 of Jammu and Kashmir Civil Services (Classification control and appeal ) Rules 1956.

Apprehending that the same person, by the  name of Arfat Ahmed, who is actually an impersonator has committed these frauds also and there is likelihood that he may have committed such frauds in other schools of District Doda as well and there could be a deep rooted mafia involved in similar crimes.

Keeping in view of the sensitive nature of the case the Directorate vide office order No. 401-DSEJ of 2020 dated: 29-10-2020 issued under endorsement No. DSEJ/GAZ/32803-19 dated: 29-10-2020 has  constituted a committee for conducting an in depth enquiry into the matter and has accordingly requested the police department that the said fraudster be put behind the bars and interrogated thoroughly to unearth the magnitude of the crimes and to save the state exchequer from being looted by the said fraudster.
