Jammu 30th May 2022 :- Plus 2 PSC Lecturers Association organized one day convention at Kathua and highlighted serious concern over the issues of recent developments.
In an outreach programme and to have interaction with cadre members, day long interactive session was organized at Kathua. The meeting was attended by lecturers of different educational institutions and Manjeet Chib the President of the association was invited as chief guest on the occasion.
Threadbare discussion was made over the recent developments with regard to MACP, Annual Transfer Drive, transfer of 2017 batch lecturers ,quota diversion, non vacational status of principals, sanction of vice principal post, removal of pay anomaly of principals and repatriation of lecturers from the frontier districts of Ladakh.
The members thanked Principal Secretary for showing serious concern and recognizing the demand of career progression genuine and justified. The members also urged LG Sinha, Chief Secretary ,Commissioner Secretary finance to take into consideration the service long stagnation of +2 cadre and bring +2 lecturers and principals at par with the lecturers and principals of other states and UTs who are availing the benefits of modified assured career progression ( MACP).
The participants raised various issues and appealed Principal Secretary to intervene .They said that the mechanism and procedure of ATD needs more transparency and time bound redressal. The process takes six months to complete one ATD which is a matter of concern and issuing orders in phased manner is one of the drawbacks of the process which has disturbed the academic activities very badly.
They said that adjustment of newly promoted lecturers during ATD process has created mess and there is every apprehension that all the suitable posts shall be occupied and who have been working in hard and very hard zones shall not get suitable adjustment.
The participants requested principal secretary to complete ATD process first and then adjust newly promoted lecturers on clear vacancies without involving transfers.
The participants said that some of the lecturers who have been considered in deemed category are without salary for last two month whereas lecturers repatriated from frontier districts are attached at DSEJ/DSEK and their adjustment orders are still awaited which is a matter of concern. The members raised question for not issuing ATD orders of 2nd phase and said that every thing is going in hash posh manner. Lecturers present over here showed concern over the process and urged principal secretary to intervene and complete ATD process before adjusting newly promoted lecturers. Lecturers kept in deemed category and those who have been repatriated are awaiting for transfer orders but at the same time newly promoted lecturers are adjusted on priority basis is beyond logic and it will create problems in future. It needs to be examined propery,they further added.
They said that some of the lecturers have applied on clear vacancies but have not been considered even the posts are still lying vacant. They said that in some cases lecturers working in hard zones and very hard zones have also not been considered for transfers which is also a matter of concern. .They said that these problems need to be addressed on priority basis.. The members unanimously resolved that they will extend every possible support to the association and expect that all the demands would be fulfilled in near future.
Provincial President Manjeet Singh Chib ask the members that the central body shall bring all these issues into the notice of principal secretary. Chib said that there is staff deficiency in the institutions of far flung areas and the academic side is effected very badly.
He urged the govt especially LG Sinha to engage highly educated youth on contractual basis in the larger interest of the student community so that the academic loss of the students may not suffer any more. He said that it remains a challenging task to bring the students back on track after two years of pandemic and +2 lecturers are doing their best to streamline the teaching learning process.The contribution of +2 lecturers during pandemic have remained exceptionally well and praiseworthy. Chib also requested Principal secretary B K Singh to consider 2017 batch lecturers for transfers as soon as they complete five years service because their kith and kins are suffering very badly.
Those Central body members who were present in the meeting are Rishi Manhas vice president, Sandeep Sharma Chief Coordinator, Sanjeev Gupta chief organizer,Ajay Baloria Chief Spokesperson .The district body members who also spoke on the occasion include Raghunandan ,Sohan Lal,Davinder Kour,Rakesh Kumar, Ram krishan,Vipan Mangotra,Naseeb Chand, Rakesh Jasrotria ,Ramesh kumar,Ram Paul,Yash Paul and others.
